"国烟" features entirely new packaging, technology, and formulation, representing the pinnacle of domestic tobacco product research and development. It employs a groundbreaking product design technique that combines expert sensory qualitative analysis with computer-based quantitative formulation analysis, elevating traditional formulation design concepts and optimizing scientific data. In its design aimed at reducing tar and harm, it aligns with the trends of safety and environmental protection in cigarette products, utilizing an ultra-long filter tip and selective filtration overlay technology, significantly reducing the harmfulness of the cigarette. Compared to other high-end cigarettes, tar and harmful component levels are reduced by over 35%, achieving the goals of high aroma, high enjoyment, low tar, and low harm.

根据高档消费需求，淮阴卷烟厂历时两年上百次试验，成功研制出“国烟”这个精品中的精品。“国烟”采用全新包装、全新技术、全新配方，很多方面代表了目前国内烟草产品研发的最高水平。“国烟”全新采用专家感官定性分析和计算机配方定量分析相结合的产品设计技术，是传统配方设计理念的升华，是科学数据的优化结晶。在卷烟降焦减害设计上，顺应了卷烟产品安全、环保的发展趋势，采用了超长滤嘴和选择性过滤叠加技术，大大降低了卷烟危害性，焦油及有害物成分与一般高档烟相比降低了35％以上，达到了高香气、高享受、低焦油、低危害的目标。
